Cash Film Rebate Overview

Since its introduction in July 2016, the Film Rebate Scheme in Mauritius has emerged as a powerful incentive for international productions. This scheme offers up to a 40% rebate on Qualified Production Expenditures (QPE) for projects filmed primarily on the island, making it an attractive option for filmmakers across various media formats, such as feature films, TV dramas, reality series, music videos, and games. New Tax Deduction for Investors (Effective July 2023)

In July 2023, the government introduced a new initiative designed to further incentivize local investment in the film industry. This measure allows local companies investing in eligible film projects under the rebate scheme to claim a 200% tax deduction. To qualify, at least 90% of the production must take place on the island, ensuring that local businesses benefit from the increased activity. This added incentive encourages the development of the country’s film industry and boosts economic growth by attracting foreign investments.

Eligible Productions and Rebate Rates

The rebate is available for a range of productions, with two different levels of incentives:

Up to 40% Rebate:

  • Feature Films (with a minimum QPE of USD 1M)
  • High-End TV Drama Series or Single Dramas (with a minimum QPE of USD 150K per episode)
  • Post-Production work (with a minimum QPE of USD 150K)

Up to 30% Rebate:

Other feature films, TV dramas, documentaries, music videos, and dubbing projects (with varying minimum QPE requirements)

This structured rebate ensures that projects of varying sizes and scopes can benefit from financial relief, making the scheme accessible to both large-scale productions and smaller independent projects.

Qualified Production Expenditures (QPE)

The rebate scheme covers a wide range of production expenses, significantly reducing the overall cost of filming. Some of the main expenditures eligible for the rebate include:

  • Travel and Shipping costs to and from Mauritius: Costs related to transporting crew, equipment, and materials to and from the island
  • Accommodation: Expenses for housing cast and crew during the production period
  • Rental of Local Film Equipment: Local rental of filming and production equipment
  • Professional Services: Fees for insurance, accounting, auditing, and other professional services
  • Production Service Company Fees: Costs associated with engaging local production companies to manage logistics and operations
  • Crew Costs: Wages for both local and international cast and crew
  • Production Costs: Expenses related to catering, props, sets, and wardrobe used during filming

By covering such a broad range of costs, the rebate allows filmmakers to maximize their budget and focus on creative aspects of the production.

Application Process

To take advantage of the rebate scheme, producers must submit an application to the Economic Development Board (EDB) at least four weeks before filming begins. The application process requires the submission of essential documentation, including a project synopsis, a detailed budget, and a financial plan. Additionally, all applicants must demonstrate how their production aligns with local regulations and criteria set forth by the EDB.
